Held round table on the Law for illegally built objects and Roma – implementation and challenges


National Roma Centrum organized a round table within the frames of the project Legalization of Roma housing phase 2 Macedonia, entitled as Law for illegally built objects and Roma – implementation and challenges that was held on the International Day of Roma, 8th April 2015 in Skopje in order to point out on the meaning of the problem of legalization of Roma homes and urbanization of Roma settlements in Macedonia.

Participants at the meeting were representatives from the urbanism sectors from Kumanovo, Tetovo, Stip and Prilep, lawyers that work on procedures for determining of legal status of illegally built objects in Kumanovo, Skopje, Prilep, Tetovo and Stip as well as the Real-estate’s Catastre representative from Skopje.

The purpose of the round table was fulfilled and numerous examples were shared from the practice and implementation of the Law for illegally built objects in cases where the objects was built on land without property rights as well as resolutions for determining of a status of an illegal object. National Roma Centrum after this round table is preparing proposals and recommendations in relation implementation of legal and sub legal acts for legalization, but also implementation for conducting of the Government’s decision for free geodesic elaborates for certain categories of citizens and waving the legalization fee for welfare users. As critical points situations were pointed out where there was a several months wait period as well as unequal practice in municipalities for delayed paying of the legalization fee. Also another problem is the weak dynamics of submitting of geodesic elaborates by persons requesting legalization even besides the possibility for free of charge geodesic elaborates.
