For procurement of expert service for Market Research for Business Model Development(B.L. 4.5.3.1.2) under the project No. P9410“Organizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth”
I. Background
This procurement procedure is organized in the project: “Organizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth” implemented by National Roma Centrum financed bySwedish International Development Cooperation Agency (SIDA) and We Effect.
The project objective is: more Roma people to have the capacities and the access to the job market, to take up employment and business opportunities in the selected market systems.
It is expected that under the project NRC will be able to strengthen and deliver high quality services to their members and to be able to advocate for members’ rights, influencing policies and legal frameworks.
Within the project NRC will work on developing business model suitable for the organisation having in mind the strategic priorities of the organisation, its capacities and the social entrepreneurship component as well. This output is linked to phase out component of organizational development of NRC. Thus, we need to explore the expanding pool of untapped capital and new opportunities for sustainable development. In that regard closely examining the relationships among value propositions, revenue streams, cost structures, assets, activities, strategic partnerships and other elements of a business model for the civil society sector can lead to insights that potentially transform the way they operate.
II. Objective of the assignment
The engagement of the expert conduct Market Research for Business Model Development for National Roma Centrum as association:
(a) following services:
a1. Coordination and preparatory activities for the assignment and review of relevant materials provided by NRC (1 day)
a2. Execution of 2 online workshops with NRC staff at the beginning and end of engagement (in total 1 working day for 2 online workshops)
a3. Conducting market research with desk research, quantitative survey among at least 20relevant CSOs across North Macedonia and a qualitative study(focus-group discussions, in-depth and expert interviews) among main stakeholders (including CSOs participating in the Project) (in total 4 days)
a4. preparation of Report composed of survey and study results with clear recommendations for NRC how and on which basis to develop business model for the organization and further development support (in total 4 days)
a5. preparation and delivery of activity report and time sheet (in English), 5 days after the engagement is finished
a6. acceptance and respect of the principles and ethic values of the organization
a7. communication and cooperation with all participants in the project
The engagement of the expert includes
(b) following deliverables:
b1. Methodology for market research, samples from quantitative survey and qualitative study
b2.Agenda for 2 online workshops
b3. Final report from the research with recommendations for NRC how and on which basis to develop business model for the organization and further development support
b4. 1 activity report in English (delivered 5 days after finishing the engagement tasks)
b5. 1 time sheet(delivered 5 days after finishing the engagement tasks)
Expected workload/time for delivery of the service is 10 working days in total.
Expected duration of assignment is November and/or December 2021.
III. Duty travel &accommodation
There are no related costs for duty travel and accommodation, having in mind the fact that communication with the project team and 2 one-day workshops will be organized on-line.
IV.Coordination& reporting
Contact point/responsible person for the assignment is Organizational Development Coordinator.
The assignment includes to conduct Market Research for Business Model Development for National Roma Centrum as association and to provide clear recommendations for NRC how and on which basis to develop business model for the organization and further development support.
The engaged expert will report once after finishing of the assignment with activity report in English and time sheet/s.
V. Qualification requirements
Quantitative and qualitative criteria upon which offers will be evaluated are:
- At least bachelor degree;
- Minimum 5 years of documented work experience in CSO’s sustainability and/or business community (private companies and social enterprises) in North Macedonia;
- Minimum 5 years of work experience with CSOs
- Knowledge in Microsoft Office and secured internet access
- Digital literacy in modern communication tools (Zoom, BlueJeans.)
VI.Application procedure:
Deadline for submission of offers is 23.11.2021 until 16:00 p.m.

Offer should contain following documents:
- Work biography
- Copy of graduate diploma
- Letter of interest with short description about relevant knowledge and experience for this call
- Examples of previous work in similar tasks in last 5 years
- Proposed methodology
- Current status scanned in original not older than 6 months if the applicant is legal entity
- Offered gross price per day in Macedonian denars
VII. Evaluation of the offers
Incomplete applications or applications received after the deadline for submission will not be taken into consideration.
Best value for money principle will be taken into account by using a weighted scoring method to evaluate the combination of the applicants’ qualification (80%) and financial proposal (20%).
When using this weighted scoring method, the award of the contract will be made to the bidder whose offer has been evaluated and determined as:
· Responsive/compliant/acceptable, and
· Having received the highest combined score out of a weighted technical and financial evaluation specific to the solicitation
1. Technical evaluation (80%)
The technical evaluation of the received offers will consist of:
· Evaluation of professional experience (relevance of50%)
- Number ofyears of experience of work with CSOs (30%)
- Examples of previous work in similar tasks in last 5 years(20%)
· Evaluation of proposed methodology (relevance of 20%):
· Evaluation of formal education (relevance of 10%)
2. Financial evaluation (20%)
The evaluation of the financial offers will be conducted in the following manner:
· The offer with the lowest price shall receive the total of 20 points
· The other offers with higher prices shall receive the respective score according to the following formula: 20* (Lowest Price / Proposed Price).
VIII.Terms of payment
NRC will sign a contract with the selected applicant. The payment will be made in one installment, after completion of the tasks and approval of activity report and time sheet.
IX. Declaration of relationships
The Applicant shall describe if their organization/employees have any business or personal relationships with closely associated party from We Effect, its Regional Office in Skopje, its governing bodies and employees or with similar bodies/persons of NRC.
Closely associated party (persons, physical or legal) as per We Effect’s definition is considered person who has the possibility to exert control over, or significant influence on, the other person when it comes to financial and operative decision-making concerning an activity. The purpose of the Declaration is to disclose such information which makes the application and evaluation process more transparent and supports the bids in its relevance according to conditions on the open market.
