For procurement of expert service tofacilitate workshops to address the issues facing Roma women related to CEDAW recommendations (B.L. 4.5.6.6.1) under the project No. P9410\u201cOrganizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth\u201d<\/strong><\/p>\n\n\n\n This procurement procedure is organized in the project: \u201cOrganizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth\u201d implemented by National Roma Centrum financed bySwedish International Development Cooperation Agency (SIDA) and We Effect. <\/p>\n\n\n\n The project objective is: more Roma people to have the capacities and the access to the job market, to take up employment and business opportunities in the selected market systems.<\/p>\n\n\n\n It is expected that under the project the Partner too will be able to strengthen and deliver high quality services to their members and to be able to advocate for members\u2019 rights, influencing policies and legal frameworks.<\/p>\n\n\n\n NRC will work ontraining and mentoring to strengthen research and analysis based on a human rights-based approach at the local level, addressing issues facing Roma women related to CEDAW recommendations of the Commission on the Elimination of Discrimination against Women in the Republic of Northern Macedonia.<\/p>\n\n\n\n The engagement of the expert to address the issues facing Roma women related to CEDAW recommendations<\/p>\n\n\n\n (a) following services:<\/p>\n\n\n\n a1. preparation two one-day training and mentoring workshops to strengthen research and analysis based on a human rights-based approach at local level;<\/p>\n\n\n\n a2. Execution of 2 one-day training and mentoring workshops to strengthen research and analysis based on a human rights-based approach at the local level (two working days);<\/p>\n\n\n\n a3. preparation and delivery of activity report and time sheet (in English), 5 days after the engagement is finished<\/p>\n\n\n\n a4. acceptance and respect of the principles and ethic values of the organization<\/p>\n\n\n\n a5. communication and cooperation with all participants in the project<\/p>\n\n\n\n The engagement of the expert for development of organisational sustainability plan includes<\/p>\n\n\n\n (b) following deliverables:<\/p>\n\n\n\n b1. 2 one-day training and mentoring workshops to strengthen research and analysis based on a human rights-based approach at the local level;<\/p>\n\n\n\n b2. 1 activity report in English (delivered 5 days after finishing the engagement tasks)<\/p>\n\n\n\n b3. 1 time sheet(delivered 5 days after finishing the engagement tasks)<\/p>\n\n\n\n Expected workload\/time for delivery of the service is 3 working days in total.<\/p>\n\n\n\n Expected duration of assignment is November and\/or December 2021.<\/p>\n\n\n\n There are no related costs for duty travel and accommodation, having in mind the fact that communication with the project team and 2 one-day workshops will be organized on-line.<\/p>\n\n\n\n Contact point\/responsible person for the assignment is Organizational Development Coordinator.<\/p>\n\n\n\n The assignment includes ontraining and mentoring to strengthen research and analysis based on a human rights-based approach at the local level, addressing issues facing Roma women related to CEDAW recommendations of the Commission on the Elimination of Discrimination against Women in the Republic of Northern Macedonia.<\/p>\n\n\n\n The engaged expert will report once after finishing of the assignment with activity report in English and time sheet.<\/p>\n\n\n\n Quantitative and qualitative criteria upon which offers will be evaluated are:<\/p>\n\n\n\n Deadline for submission of offers is 01.11.2021 until 16:00 p.m.<\/p>\n\n\n\n Offers should be submitted on the following e-mails: info@nationalromacentrum.org<\/a> and ksojic@nationalromacentrum.org<\/a>.<\/p>\n\n\n\n Offer should contain following documents:<\/p>\n\n\n\n Incomplete applications or applications received after the deadline for submission will not be taken into consideration.<\/p>\n\n\n\n Best value for money principle will be taken into account by using a weighted scoring method to evaluate the combination of the applicants\u2019 qualification (80%) and financial proposal (20%).<\/p>\n\n\n\n When using this weighted scoring method, the award of the contract will be made to the bidder whose offer has been evaluated and determined as:<\/p>\n\n\n\n \u00b7 Responsive\/compliant\/acceptable, and<\/p>\n\n\n\n \u00b7 Having received the highest combined score out of a weighted technical and financial evaluation specific to the solicitation<\/p>\n\n\n\n The technical evaluation of the received offers will consist of:<\/p>\n\n\n\n \u00b7 Evaluation of professional experience (relevance of50%)<\/p>\n\n\n\n \u00b7 Evaluation of proposed agendas(relevance of 20%):<\/p>\n\n\n\n \u00b7 Evaluation of formal education (relevance of 10%)<\/p>\n\n\n\n The evaluation of the financial offers will be conducted in the following manner:<\/p>\n\n\n\n \u00b7 The offer with the lowest price shall receive the total of 20 points<\/p>\n\n\n\n \u00b7 The other offers with higher prices shall receive the respective score according to the following formula: 20* (Lowest Price \/ Proposed Price).<\/p>\n\n\n\n NRC will sign a contract with the selected applicant. The payment will be made in one installment, after completion of the tasks and approval of activity report and time sheet.<\/p>\n\n\n\n The Applicant shall describe if their organization\/employees have any business or personal relationships with closely associated party from We Effect, its Regional Office in Skopje, its governing bodies and employees or with similar bodies\/persons of NRC. <\/p>\n\n\n\n Closely associated party (persons, physical or legal) as per We Effect\u2019s definition is considered person who has the possibility to exert control over, or significant influence on, the other person when it comes to financial and operative decision-making concerning an activity.
