The youth organizations ask from the Assembly of Republic of Macedonia and from the appropriate Commissions for European issues and for education, science and sport to take in consideration notes and analyses, to provide consultative process and a public debate to include young people in defining of legal solutions.<!--more--><\/p>\n<p>For that purpose the initiators sent out written notes and requests to all deputies in the Assembly in R. Macedonia to all mayors and presidents of councils of municipalities.<\/p>\n<p>Organizations included in this initiative noticed non transparent process and exclusion of young people from the defining of legal solutions, which resulted with the Proposal \u2013 law that has great ambitions and bad mechanisms for realization; it does not have appropriate finances and does not recognize the young and their problems in Republic of Macedonia. Additionally the proposal law will introduce more byrocracy, control and limitations in youth organizing.<\/p>\n<p>For the first time in Republic of Macedonia, with the Proposal law, an attempt is being made for forming of youth councils on a municipal level and a State youth council on a national level. The ways of forming of these councils are non democratic, non inclusive, outdated and lead towards creating of youth structures that represent interests of political parties more than interests of the youth. The key problem is that the members of local youth councils will not be directly chosen from the young people, but by nonexistent criteria, from the advisers in the municipality that are mostly members of political parties. The attempt for the state to place control on organizing of the young people on a state level can be recognized by the resolution in the Proposal law which predicts for more than half of the members in of the State youth council to be representatives of the Government and ministries of Republic of Macedonia.<\/p>\n<p>There is an obvious intent for the councils not to realize concrete activities for promotion of the position of the young people, which is witnessed by the supposed financial implication in the Proposal law for only 100.000 denars to realize the goals of the Proposal-law for youths. It seems that the youth councils with this proposal law would serve as a d\u00e9cor and an alibi for the policies of the municipalities and the Government instead of creating and introducing of youth policies.<\/p>\n<p>The approval of the proposed law in further procedure would harm not only the young people in Republic of Macedonia, but also on the entire state in the integration processes of the European Union, which means that this law does not satisfy the European standards in this area and is opposite from the spirit of youth policies which is being developed on an European level.<\/p>\n<p>This is why we call upon the authorized institutions and especially the Assembly of Republic of Macedonia, not to approve and adopt the proposal law for youths with this form and contents, but to incorporate the applied notes, to provide time and space for opening of the process in public and to include young people and youth organizations in defining of youth policies and
